Sticky Social Norms and the Problem with Pigou

The endogeneity of social norms has many applications and lessons for policy and for empirical and experimental research. Here we focus on how subsidies and social incentives can be either substitutes or complements and the implications for the production of public goods and the conduct of field experiments concerning prosocial behavior. Implications for the conflict in Afghanistan and Ukraine are also considered.
